this area. they focused their attention at the 100-block of terry francois where officers say a construction worker found a box around 8:45 this morning and that area is just north of the ucsf mission bay campus. the box was found at a construction site, sfpd immediate will go responding and found what looks like an old military box. they didn't tell us the contents of the box. they just said it contains suspicious items. we saw a robot earlier and the bomb squad carefully examined the contents of the box. an officer says this was a time- consuming process. >> time is on our side. we want to make sure we take things slowly and mental cloudy as we deal with anything whether it be something dangerous or not. we want to make sure we err on the side of caution for public safety and officer safety, as well. >> reporter: the incident caused several street closures including the area south of china basin. they had to shut down 3rd

street between mission bay and mission rock, 4th between south bay and mission rock and other parts of the china basin. now they are trying to clear the area. officers told me the good news is no injuries were reported. and as michelle mentioned earlier, they did have to evacuate one building and that was a building on the 1200 block of 4th street. it was a mixed use building, both residential and commercial. but again, the "all clear" has call. the streets are open again in the area. back to you. >> thank you. artists are being questioned by police after a fire tore through a gallery in san francisco's mission district. cbs 5 reporter anne makovec is on the scene. they may be held responsible for a work of art that was intentionally set ablaze. >> reporter: yeah. that is all being decided as far as will there be criminal charges. in the meantime they are still cleaning up at the gallery on mission street in san francisco after a work of artistic

[ voice breaking ] >> reporter: clinton accepted full responsibility for the september terrorist attack on the u.s. mission in benghazi, libya that killed four people. she also responded to criticism that the obama administration misled the public about who carried out the attack. >> the fact is, we had four dead americans! >> i understand. >> was it because of a protest or because of guys out for a walk some night who decided they would go kill some americans? what difference at this point does it make?! >> reporter: but some lawmakers were not satisfied with

clinton's testimony. >> all these warnings, all these things -- we didn't have a single department of defense asset apparently available to come to the rescue. the american people and the families of these four brave americans still have not gotten the answers that they deserve. >> reporter: secretary of state hillary clinton was supposed to be here on capitol hill last month but postponed her testimony after suffering a concussion and developing a blood clot near her brain. clinton testified that the fbi has some promising leads into who carried out the attack. >> what they are trying to determine is how best to respond. >> reporter: clinton told lawmakers she is determined to leave the state department and the country safer, stronger and more secure. tara mergener for cbs news, capitol hill. a deep freeze in the eastern part of the country is blamed for four deaths. more than a dozen states have winter weather advisories stretching from minnesota to even florida. and meteorologists say the bitter temperatures are

about to pay more the next time you mail. the u-s postal hope you stocked up on forever stamps because if you didn't, you're about to pay more the next time you mail out. the u.s. postal service is upping the cost of a stamp by a penny this weekend. now it will cost 46 cents to send a letter. 33 cents for a postcard and for the first time ever, the postal service is going to start offering a global forever stamp for $1.10. there is a truth in the battle over the debt limit. the house passed a bill that business the country another 4 months before default but the measure forces the senate to do something it hasn't done in four years. cbs news reporter randall pinkston explains how republican leaders in the house now have senate democrats cornered. >> the house will come to order. >> reporter: lawmakers in the house passed legislation allowing the government to continue to borrow money and pay its bills.

the senate is also expected to approve the measure that suspends the debt limit until may and prevents turmoil in the financial markets. >> we will not risk the full faith and credit of the united states. >> reporter: republicans came up with the plan reversing course from just a few weeks ago when they wanted to use the debt limit vote to force democrats to agree to more spending cuts. but this new measure does include a catch. it requires the democrat- controlled senate to pass a budget by april. if they don't, lawmakers' salaries will be frozen. >> it's simple. no budget, no pay. >> all we're saying is, congress, follow the law! do your work! >> reporter: getting a budget passed could be difficult. senate democrats haven't done it in nearly 4 years. senators from both parties say they are willing to work together. >> so do we have some kind of detente that may yield an agreement? >> we're done. we just worked it out. >> reporter: joking aside, many democrats are not happy with

the republican strategy. >> there's never been a catch on the debt ceiling. congress ran the bills up, congress has to pay th bills. that's been done with presidents of both parties. >> reporter: lawmakers argue that the temporary debt limit suspension only sets the stage for another spending fight this spring. randall pinkston, cbs news, capitol hill. >> and taking a live look at wall street, stocks are up. the dow is up about 78 points. strong earnings reports from google and ibm pushed stocks higher this morning. this afternoon, things are still going strong. the big easy is getting ready for the world stage having the 9ers and ravens playing in the super bowl is great for fans and for the new orleans economy. two weeks out jackson square is almost transformed. small businesses especially local breweries are getting ready for the influx of fans and media. the game is expected to bring

ways to make nutrition labels easier to understand. many food labels calculate calories per serving but there is usually more than one serving in the container. researchers say listing fat and calories per serving and per package would help consumers more accurately calculate healthy portions. if you think you know what's actually in the food you're buying at the grocery store, you could be wrong. experts at the national center for food protection says about 10% of the food on the shelves is mislabeled, diluted or misrepresented. some of the biggest culprits, fish products, fruit juices, olive oil and honey, expired infant formula and wine. >> i think that the question comes down to enforcement and clear standards and the u.s. right now has neither. >> in the end, there isn't any problem with food. if there's a problem it's the consumer who pays either a higher price or through
